White House Mandates Federal Agencies Migrate Legacy C/C++ Utilities to Rust and WASM
A presidential executive memorandum directs all federal agencies to transition public-facing software tools and cryptographic libraries to memory-safe languages by Q4 2027.
The White House Office of the National Cyber Director (ONCD) issued a binding policy memorandum today directing all federal civilian agencies to develop formal roadmaps for phasing out memory-unsafe languages (specifically legacy C and C++) across internet-connected critical infrastructure.
The directive strongly recommends migrating computational logic to Rust and sandboxed WebAssembly execution environments to eliminate buffer overflows and use-after-free vulnerabilities that continue to cause over 70% of reported Common Vulnerabilities and Exposures (CVEs).
